The digital economy is playing an increasingly important role in promoting industrial upgrading, driving industrial innovation, leading market expansion, and creating talent demand. The 2025 Government Work Report mentioned digital economy-related content many times. When reviewing the key tasks for 2024, the report clearly pointed out that the added value of the core industries of the digital economy accounted for about 10% of the GDP.

As the main force in the construction of the digital economy, state-owned enterprises play a strategic supporting role in it. Under the strategic background of deepening the reform of state-owned enterprises and promoting high-quality development, the groupization and diversification of state-owned enterprises have become an important engine for the country's economic transformation. This requires state-owned enterprise groups to establish a more standardized and modern management system, coordinate various member units, optimize the allocation of internal resources, actively connect with external resources, and create new competitiveness.

On May 23, the "Vanity·Rebirth" 2025 NetEase Innovation Enterprise Conference was held in Hangzhou. At the same time as the conference, the Central State-owned Enterprises Forum with the theme of "Digital Intelligence Empowerment, Smart State-owned Assets" was held. Dozens of state-owned enterprise representatives from different industries across the country attended the meeting to discuss the digital transformation path of state-owned enterprises in the AI era.

High-quality data intelligent development and construction

Li Sun, deputy director of the Artificial Intelligence Research Institute of the China Academy of Information and Communications Technology, shared his research on the construction of high-quality data sets for artificial intelligence.

Li Sun believes that the construction of high-quality data sets is the key to improving the performance of AI models and has become a core element of the upgrade of artificial intelligence applications. However, at present, the construction of high-quality data sets still faces the three challenges of fuzzy target positioning, fragmented implementation paths, and weak technical foundations. He then shared the "five core elements" for enterprises to build artificial intelligence data engineering capabilities, covering system construction, development and maintenance, quality control, resource operations, compliance and trustworthiness , etc.

Li Sun, deputy director of the Artificial Intelligence Research Institute of China Academy of Information and Communications Technology

Li Sun proposed a "three-step" strategy for enterprises to build high-quality data sets. In the system planning stage , enterprises need to focus on resource knowledge indexing, map construction, and standard system construction to drive the systematic planning and construction of data sets; in the engineering construction stage , to build a high-quality data set production system, it is necessary to work together from three major directions. The data factory model lays the foundation for large-scale production, cutting-edge technology breaks through quality and scenario limitations, and ecological collaboration integrates external resources to jointly build a high-quality data set production system covering efficiency, quality, and innovation; in the quality monitoring stage , quantitative evaluation is used to lay the technical foundation, dynamic mechanisms are used to achieve process control, and continuous optimization of closed loops promotes iterative upgrades. The three work together to build a strict data quality assurance system.
